I would have guessed that this was a honeypot, but some quick searching suggests that the site is what it claims. Who'd a thunk.

There's actually a whole family of sites like this. They're called wargames. There's more if you Google around.
I remember amusing myself in middle school playing one that was intended for Koreans aiming to hack Japanese sites to exact nationalist revenge, but I can't find it now.

I tried creating an account at the site an hour or so ago. I still haven't received my account setup email yet, and I'm starting to get worried.

You have to e-mail them your social security number, then you get the setup email.

SQL Zoo has a injection attack demo site for you to play with. Damn Vulnerable Linux looks like it's out of commission (with apologies to Artw, here's a PirateBay torrent), but SourceForge is still hosting Damn Vulnerable Web App.

This reminds me a lot of the old CyberArmy challenges from back in the day - I used to love these kinds of sites.

I was a developer for HTS/Radio/Hacktivist back in '05-'06, before Jeremy got busted, before the mass exodus of developers, before the archaos business and the constant rooting of the HTS server.
HTS is a cesspit these days; for security talk, CriticalSecurity.net is the better place to go.

I used to play on the same site Shii did. They're a lot of fun, if you're the programmy sort.
